NAME
     lis_vector_create - create the vector

SYNOPSIS
     #include "lis.h"

     LIS_INT lis_vector_create(Lis_Comm comm, LIS_VECTOR *v);

DESCRIPTION
     Create vector v.

INPUT
     LIS_Comm
	    The MPI communicator

OUTPUT
     v	    The vector

EXIT STATUS
     The following exit values are returned:

     0	    The process is normally terminated

     unspecified
	    An error occurred

NOTE
     For  the  serial  and  multithreaded environments, the value of comm is ig-
     nored.
