NAME
     lis_initialize - initialize the execution environment

SYNOPSIS
     #include "lis.h"

     LIS_INT lis_initialize(LIS_INT* argc, char** argv[]);

DESCRIPTION
     Initialize the execution environment.

INPUT
     argc   The number of command line arguments

     argv   The command line argument

OUTPUT
EXIT STATUS
     The following exit values are returned:

     0	    The process is normally terminated

     unspecified
	    An error occurred
